INTERNAL REGULATION OF THE POSTGRADUATE PROGRAM IN BIOTECHNOLOGY - STATE UNIVERSITY OF FEIRA DE SANTANA (updated)

The Graduate Program in Biotechnology (PPGBiotec) with an emphasis on Natural Resources of the Northeast Region, at the Master's and Doctoral levels, will be governed by the General Regulations of Graduate Programs at the State University of Feira de Santana (UEFS) with the following specifications:

CHAPTER I

OBJECTIVE

Art.1 - The PPGBiotec aims to train highly qualified personnel to work in secondary education, in scientific development in the area of ​​biotechnology, in addition to working in the applicability of products and processes, including technology transfer to the productive sectors.

Sole paragraph – To achieve its objective, PPGBiotec will guide its activities to train Masters and Doctors in biotechnology with the following characteristics:

a) qualification to work in teaching, research and product development;
b) multidisciplinary vision and ability to integrate teams aiming at the development of biotechnological processes and products;

c) ability to promote integration with the industrial sector in order to facilitate the transfer of technology, processes and bioproducts to the productive sectors.

Art.2 - The PPGBiotec is open to holders of a higher education degree in areas related to Biotechnology.

CHAPTER II

PROGRAM COORDINATION

Art.3º - The Coordination of PPGBiotec will be in charge of a Collegiate constituted by 08 (eight) members, 06 (six) elected among the permanent professors of the Program, and 02 (two) representatives of the Student Body, 01 (one) of the level of Master's and 01 (one) at the Doctoral level.
§1 - The full and alternate members of the Board will have a term of office of two years and may be reappointed.
§2 - The election for faculty members of the Board and its substitutes will be carried out according to rules established by the board and convened by the Coordinator thirty days in advance before the end of the term(s).

§3 – The student members, as well as their substitutes, will be chosen by their peers, by means of an election carried out according to the rules established by the Collegiate.
§4 – The Electoral College is made up of Permanent Professors and PPGBiotec Collaborators.
§5 – The Coordinator and Vice-Coordinator of the Collegiate will be elected from among the faculty members of the Collegiate. In the event of replacement of the Coordinator by the Vice-Coordinator, any member of the Collegiate may act as interim Vice-Coordinator.
§6 – The system established in the previous paragraphs applies to cases of total renewal of the body and, where applicable, to the replacement of members of the Board.
Paragraph 7 - The Board will meet ordinarily once a month and extraordinarily when called by its Coordinator or at the request of 2/3 (two thirds) of its members.
Paragraph 8 – In addition to the members described in the caput of this article, the Board will have a secretariat, with an exclusively executive function, directly linked to the Course Coordinator.

Article 4 - The Collegiate's duties are:

a) organize, guide, supervise and coordinate the activities of the Program;
b) elect the Coordinator and the Vice-Coordinator;
c) appoint the President of the Electoral Session for the election of the members of the Collegiate;
d) resolve on the accreditation, re-accreditation and de-accreditation of PPGBiotec professors;
e) appoint the dissertation or thesis examining boards, after hearing the suggestions of the respective supervisors;
f) to approve the Minutes of the Electoral Session and forward it to the Postgraduate and Research Chamber;
g) propose to the Department of Biological Sciences or the Postgraduate and Research Chamber, any measures deemed useful to the Program;
h) inform the Postgraduate and Research Chamber of all changes related to the Program;
i) to evaluate the subjects every six months, forwarding the subjects that will be offered in each semester to the Dean of Research and Graduate Studies;
j) prepare and review the Internal Regulations, submitting them to CONSEPE for approval;
k) approving the processes related to new enrollments, cancellation of enrollment within and outside the deadline, renewal of enrollment, relocation of enrollment, validation of credits and use of activities;
l) ratify the dissertation or thesis defense minutes and forward them to the Academic Management, for the issuance of the Master's degree in Biotechnology or Doctor in Biotechnology;
m) decide on the enrollment of special students;
n) forward annually to the Dean of Research and Graduate Studies/UEFS the proposal for the number of vacancies in the Program, informing the professors with orientation duties;
o) decide on the number of vacancies per supervisor in each selection;
p) annually constitute the Selection Committee of candidates for the Program, approving the norms of the selection process and the Selection Minutes for the Courses, forwarding the list of those approved to the Academic Management and the Dean of Research and Graduate Studies;

q) prepare the Program's annual reports and accountability, forwarded by the Coordinator to the Dean of Research and Graduate Studies/UEFS and to CAPES;
r) take cognizance of appeals filed against the Coordinator's decision and submit them to Organs competent bodies, when applicable;
s) to elaborate specific norms for the organization and development of the PPGBiotec.

Art.5º - The Coordinator and the Vice-Coordinator of the Collegiate will have a mandate of two years, being allowed reappointment.

Art.6 - It is incumbent upon the Coordinator:

a) convene and preside over the Collegiate meetings at which it will have, in addition to its casting vote, in the event of a tie;
b) execute the deliberations of the Collegiate, manage the activities of the Program and supervise the execution of the budget proposal;
c) represent the Board before the bodies of the participating institutions;
d) to know the attributions conferred by the Internal Regulations;
e) forward the annual activity reports and the rendering of accounts of the aid to the Program;
f) call elections to choose the members of the Board;
g) maintain contacts and understandings with national and foreign organizations and encourage the development of the Graduate Program;
h) prepare plans for the application of resources from UEFS or other external funding agencies, submitting them to the Board;
i) work together with departmental directors and Collegiate coordinators of Undergraduate Courses in defining the subjects of these courses and the professors responsible for them, who will be able to count on the participation of Graduate students enrolled in the subject “Teaching Internship ”.

Art.7 - The Vice-Coordinator is responsible for replacing the Coordinator in his absences or impediments, assisting him in the execution of the Collegiate's deliberations and performing the tasks that are specifically assigned to him by the Collegiate.

CHAPTER III
TEACHING STAFF AND GUIDANCE

Art.8º- The Faculty of PPGBiotec will be made up of professors holding a Doctor's degree, accredited by the respective Collegiate of the Course according to the categories defined by the Coordination for the Improvement of Higher Education Personnel - CAPES.

Art.9 - The request for accreditation for guidance, teaching and administration activities at the Master's and Doctoral levels must be made by request sent by the professor to the Program Collegiate, specifying the line of research in which he intends to link his activities, accompanied by a curriculum Updated Lattes and documentation that proves the following minimum requirements:
a) have a Doctor's degree;
b) have training linked to the line of research of the PPGBiotec that they intend to work on;
c) present at least 04 (four) products with an Impact Factor greater than or equal to 75% of the Median of the CAPES Biotechnology Assessment Area in the last four years.
§1 - The process must be analyzed by a member of the faculty of the Program, and it is up to the Collegiate to evaluate and decide on the accreditation.
§2 - At the invitation of the Collegiate, professors may be accredited to work only in teaching activities, for a period of (01) one year, and this accreditation may be renewed at the discretion of the Collegiate.

 

Art.10 - The accreditation process of professors will be continuous and the accreditation review will be carried out annually by the Collegiate, based on the professor's performance, according to his scientific and didactic contribution, student orientation and fundraising.
§1 - When, in the annual evaluation, the professor does not present at least 01 (one) publication in an indexed periodical with national or international circulation, he must be notified by the Board.
§2 - When the professor does not present the production established by the Biotechnology Area in the Quadrennial Evaluation of the course carried out by CAPES, the disqualification will be automatic.
§3 - In case of automatic disqualification of professors with ongoing guidance, the professor may ask the PPGBiotec Board to extend their accreditation until the end of the guidance in progress. In case of approval of this extension by the Collegiate, the professor will not be able to assume new orientations.

Art.11 - Accredited professors will have the following attributions:

a) guide and accompany the student in the planning and execution of the dissertation or thesis project, within the research line of the program;
b) accompany the student throughout the course, in the choice and development of subjects and activities;
c) authorize, every six months, the enrollment of the student according to the study plan;
d) diagnose problems and difficulties that are interfering with the student's performance and guide him in the search for solutions;
e) forward, to the Collegiate, a report prepared by the advisees and an opinion on the activities developed by the same;
f) issue opinions in processes requested by the Collegiate Coordinator;
g) teach subjects;
h) obtain financing for project development;
i) to be part of judging panels for dissertations and theses;
j) participate in commissions related to the development of PPGBiotec activities.

§1 - The orientation of students in the Program is considered a teaching activity, being included in the professor's weekly workload;
§2 - The Collegiate will keep the Department(s) informed about the professors who are in the exercise of supervision activities for dissertations and/or theses;
§3 - The cases of non-authorization of the student's registration by the advisor will be examined by the Collegiate, ensuring the defense by the student.

Art.12º - For each student of the Graduate Program, there may be an orientation committee made up of up to 03 (three) professors from the participating Institutions, or professionals from other Institutions.

§1 - The guidance committee will consist of an advisor regularly accredited to the program and up to two co-advisors appointed by the advisor, in agreement with the student, and proposed to the Program Board.
§2 - The indication of a co-advisor not accredited in the Program must be accompanied by a justification and the curriculum, which will be evaluated by the Program Collegiate.
§3 – The co-supervisor must have a Doctor's degree.

Art.13º – It is the student's responsibility to seek guidance from a professor regularly accredited to the program.

Sole Paragraph: Any change of orientation will be appreciated by the Collegiate, at the reasoned request of the advisor or student.

Art.14º - In the absence or impediment of the supervisor, the Collegiate will consider and decide for the approval or rejection of eventual candidacy of professor who formally manifests the acceptance of the orientation, respecting the duration of the course.

CHAPTER IV
ADMISSION AND ENROLLMENT OF STUDENTS

 

Art.15º – The selection of candidates for the Program will be opened annually, through public notice, according to the Rules for Selection Examination established and approved by the Collegiate.
§1 - The Rules for the Selection Examination must be disclosed at least 30 (thirty) days in advance of the publication of the public notice.
§2 - The number of vacancies for each selection, except for special cases, is at the discretion of the Program Board.
Paragraph 3 - The number of vacancies per advisor for each selection will be approved by the Board, complying with the criteria of balance between the lines of research of the Postgraduate Program, demand for candidates by line of research, time spent for students to be certified in orientations previous; scientific production of the possible supervisor and financial resources that the possible supervisor has to carry out the dissertation or thesis project.

Art.16º - Selection for the Program will be made by a Commission of permanent professors. The Course Board will annually indicate the name of the full and alternate members with the following attributions:

a) choose the President of the Selection Committee;
b) organize and supervise the selection process;
c) list the documentation required for registration;
d) formulate the instruments for measuring knowledge;
e) conduct the selection process for the Program, forwarding to the Board the Selection Minutes with the list of those approved;
f) forward a final opinion to the Collegiate on matters conferred upon it by the Internal Regulations;

g) respond, at the request of the candidate forwarded to the Coordinator, request for clarification on the grades obtained in the selection process.

Article 17 - Candidates holding a full-term Graduate Diploma for the Master's level and a Master's Diploma for the Doctorate level, issued by courses authorized by the Federal Council of Education and who have, discretion of the Board, affinity with the Program's area of ​​knowledge and in compliance with the requirements demanded by the Selection Notice.

Art.18º – Candidates at the Doctoral level by the Continuous Flow, who have concluded the Master's level in this Program, will be exempt from the selection process, at the discretion of the Collegiate, provided they meet the following requirements:

a) have the acceptance of a supervisor;
b) present the thesis project;
c) have completed the Master's level up to 12 months before entering the Doctorate;
d) the duration of the Master's has not been longer than 24 months.

e) present, at least, 01 (one) article accepted or published in a journal with an Impact Factor greater than or equal to 50% of the Median of the CAPES Biotechnology Assessment Area.

Sole Paragraph – The thesis project will be evaluated by a committee appointed by the Collegiate and the student approved for admission to the Doctoral Level will be exempted from the corresponding accreditation in the Master Level of PPGBiotec.

Art.19 - Enrollments will be approved by the Collegiate and processed in the Academic Management of UEFS.

Art.20º - Students regularly enrolled in the Master's Course in Biotechnology may request to the Collegiate, before completing 24 months after the first enrollment in the Master's, their direct passage to the Doctorate Course in Biotechnology, without submitting to the public process of selection. The request will be evaluated by the Collegiate, meeting the following minimum requirements:

a) reasoned request from the student, accompanied by the report of the stages developed in the Master's, Doctoral Thesis project and schedule for its development within a maximum period of 48 (forty-eight) months, including time as a Master's student;
b) present at most one failure in a discipline;
c) detailed opinion of the advisor, highlighting its potential and the feasibility of adapting the Master's to Doctoral project to be developed by the student in the proposed schedule;
d) opinion of the Examining Committee defined by the Collegiate, constituted by 03 (three) members holding the title of Doctor, including their advisor.

Sole Paragraph - The student of this PPGBiotec-UEFS/FIOCRUZ-BA will enjoy at the Doctoral Level all the credits obtained in subjects and complementary activities at the Master's Level.

Art.21 - At the discretion of the Board, students regularly enrolled in other UEFS stricto sensu courses may be enrolled in disciplines of the program in the category of special student.
§1 - Enrollment as a special student must be authorized by the Board after consulting the responsible professor(s) and through a justified request from the interested party, complying with the legal procedures of the institution, where the ) discipline(s) for which you are applying for enrollment.
§2 - The special student may enroll in a maximum of two subjects.

 

Art.22º - Enrollments through transfers will not be accepted, even for students from other Graduate Programs in Biotechnology or related areas recommended by CAPES.

Art.23 - Former students of this Graduate Program in Biotechnology who have completed the required minimum credits but have not obtained their degree, may apply for re-entry, according to the following requirements:

a) the request for re-entry must be made within a maximum period of 12 months after the student leaves the course;
b) the credits taken previously may be fully validated, at the discretion of the Course Board;
c) the selection of candidates will be done through a specific continuous flow;

d) the Rules for Re-entry will be defined by the Program Board;

e) the re-entry request must be formalized, documented and justified by the advisor and accompanied by the respective thesis/dissertation;

f) the re-entry process is strictly restricted to carrying out the defense;

CHAPTER V

CURRICULUM AND CREDITATION

Art.24 - The PPGBiotec curricular components are:
I – Postgraduate courses;
II – Complementary Activities, entitled to credits;
III - Guided Research
Sole Paragraph - Complementary activities include internships and/or courses not included in the Program, participation in conferences with presentation of papers, publication of articles, monitoring and other activities developed by the student. The attribution of credits for Complementary Activities will be carried out only once, at the request of the student and the advisor, upon proof of the activities. The Collegiate will arbitrate the crediting corresponding to the set of activities developed, which may not exceed 25% of the minimum crediting required by the corresponding level.

Art.25º – The subjects Seminar I, Seminar II and Seminar III will be the responsibility of the Program coordination or of a professor appointed by the Collegiate.

Art.26 – The credit units of the Program correspond to 15 (fifteen hours) and the minimum credit required will be:
I – For the Master’s level:
a) 20 (twenty) credits in Complementary Disciplines and Activities (maximum of 25% of the minimum crediting), being 01 (one) mandatory credit in the discipline “Seminar I” and 01 (one) mandatory credit in the discipline “Seminar II”.
b) 80 (eighty) credits in Oriented Research.
II – For the Doctorate level:
a) 32 (thirty-two) credits in Complementary Disciplines and Activities (maximum of 25% of the minimum crediting), being 01 (one) mandatory credit in the discipline “Seminar III”.
b) 120 (one hundred and twenty) credits in Oriented Research.

§1 - At the request of the supervisor and at the discretion of the Collegiate, according to the line of research where the student's dissertation or thesis is being developed, the student may take credits in subjects from other courses accredited by CAPES.
§2 - At the discretion of the Board, credits obtained in subjects taught in other Postgraduate Courses in Biotechnology or in similar areas recommended by CAPES may be validated, provided that they are taken as a student regularly enrolled in this PPGBiotec, in a number not exceeding 40% of the minimum accreditation required for the level requested (master's/doctoral). The subjects must have been taught by a professor-doctor.
§3 - The credit validation request must be signed by the student and the advisor, accompanied by supporting documentation issued by the Program where the student developed the activity, including: the workload, program crediting, course syllabus, name and title of the teacher who taught, period of offer of the discipline and degree of approval.

 

Art.27 - Doctoral students who have taken a Master's degree in another program may be exempted from the accreditation corresponding to the PPGBiotec Master's, provided that their Master's degree is considered equivalent to that of the PPGBiotec.
§1 - The equivalence of the titles will be evaluated by the PPGBiotec Board.
§2 - For purposes of equivalence, they can only be analyzed by the Collegiate Program that has the Master's level recommended by CAPES.
§3 - The equivalence request must be signed by the student and the guiding teacher, accompanied by supporting documentation issued by the Program where the student obtained the title, including diploma or certificate of completion, school transcript and copy of the title page.

Art.28 – The duration of the Program will be:
I – For the Master’s level, a minimum of 12 (twelve) months and a maximum of 24 (twenty-four) months, and the defense may be extended for another 6 (six) months, based on a well-founded justification, prepared by the student and forwarded by the advisor, including obtaining credits in subjects and approval by the Board.
II – For the Doctorate level, a minimum of 24 (twenty-four) months and a maximum of 48 (forty-eight) months, and the defense may be extended for another 06 (six) months, provided that the student has already completed the Exam General Qualification and based on well-founded justification, prepared by the student, forwarded by the advisor and approved by the Board.

CHAPTER VI

LEARNING ASSESSMENT

Art.29 - The verification of learning in each discipline or activity will be carried out by checking the frequency and attributing grades, on a scale from 0 (zero) to 10 (ten).
§1 – The student who obtains a grade equal to or greater than 7.0 (seven) in each subject and attendance not less than 85% will be considered approved.
§2 – Exceptionally, the following symbols will be assigned to subjects or activities that do not require grades:
AP - Approved
RP - Failed

Art.30º - Students who:

a) obtain more than one failure in a discipline (these cases will be evaluated by the Board);
b) do not perform qualification within the period defined by this regiment;

c) fails twice in the qualification exam, at the Doctoral level;
d) abandon course activities without justification, for more than 30 (thirty) school days;
e) not registering;
f) fail to defend the final work within the deadlines provided for in Article 28 of these Rules;
g) not obtain approval in the final work;
h) at the request of the advisor (with detailed justification), evaluation and approval by the Program Board, after hearing the student.

Art.31º – The General Qualification Exam is a mandatory activity for the Doctorate level and will be carried out at least 12 and at most 36 months after the initial enrollment, after having paid at least 80% of the credits according to the Qualification Examination Rule established by the Collegiate.

§1 - At the discretion of the Board, the student who presents acceptance for publication in at least 01 (one) article with an Impact Factor greater than or equal to 75% of the median of the CAPES Biotechnology Assessment Area may be considered qualified. Necessarily, the article must be a derivative product of the thesis, the student must be the main author with the supervisor and the name of this program must appear in the acknowledgments section.
§2 - The student who fails the qualifying exam must pass a new exam, which must occur, mandatorily, until the end of the semester subsequent to his/her failure.

 

Art.32 - To carry out the Defense of the Master's Dissertation or Doctoral Thesis, the student will be required to comply with:

MASTER'S DEGREE
a) obtaining credits in Subjects and Complementary Activities;
b) proof of, at least, submission of 01 (one) article in a journal with an Impact Factor greater than or equal to 50% of the Median of the CAPES Biotechnology Assessment Area, carried out from the 12th month of entry into the master's degree. At the Program's discretion, a book chapter or proof of patent deposit may be accepted, in lieu of the article. Necessarily, it must be a derivative product of the dissertation and the student must be the main author with the supervisor.
DOCTORATE DEGREE

a) obtaining credits in Subjects and Complementary Activities;
b) passing the General Qualification Exam;

c) proof of, at least, submission of 02 (two) articles in journal(s) with an Impact Factor greater than or equal to 75% of the Median of the CAPES Biotechnology Assessment Area, carried out from the 24th month of entry into the doctorate degree. At the Program's discretion, a book chapter or proof of patent deposit may be accepted, in lieu of the article. Necessarily, it must be a product derived from the thesis and the student must be the main author with the supervisor.

§1 - The writing of the dissertation or thesis must comply with the rules established by the Program Board.
§2 - The final judgment of the dissertation or thesis will be requested by the advisor to the Collegiate Coordinator, by means of a request that must contain suggestions for the composition of the judging committee, statement by the Professor-Advisor that the dissertation or thesis is in a position to be judged, suggestion of the defense date and the number of copies corresponding to the composition of the examining board.
§3 - Only the dissertation or thesis of a student who has obtained all the required credits in disciplines and who has completed all other activities inherent to their level in the Program will be submitted to judgment.
§4 - Once the Judging Committee is approved, the Coordinator will authorize/proceed to send each examiner a copy of the dissertation or thesis, as well as the normative and regimental provisions on the judgment process;
§5 – The defense of the dissertation or thesis must take place at least 30 (thirty) days and at most 90 (ninety) days from the approval of the judging committee by the Program Board.

Art.33º – The final work will be judged by a commission appointed by the Program Collegiate, after hearing the supervisor, and composed of at least 3 (three) full members and 2 (two) substitutes for the Master's level and 5 (five) holders and 2 (two) substitutes for the Doctorate level.
§1 - The members of the Judging Committee must have the minimum degree of doctor and have recognized competence in the research line of the dissertation or thesis;
§2 - for the Master's level, at least one member of the board must be external to the Program and for the Doctorate level, at least two must be external to the Program;
§3 - The advisor will be a natural member and president of the judging committee;
§4 - The dissertation and thesis defenses will be held publicly, except in case of need for secrecy.
§5 - All results and/or technologies developed by the graduate student, as part of the requirements of the graduate course, are the property of the State University of Feira de Santana and partner institutions, except in those cases in which the experimental data were generated by another institution, in which case the search for partnership between the parties involved, with a view to the property rights of the results.

 

Art.34° - The judgment of the final work of dissertation or thesis will be done through oral defense, in public session, initiated by the oral presentation of the work by the candidate, followed by the argument of each examiner.
§1 - After the oral defense, the members of the Judging Committee will issue final opinions by assigning the following concepts: approved, insufficient or disapproved.
§2 - The candidate who obtains at least 2 (two) approval opinions at the Master's level and at least 3 (three) at the Doctoral level will be considered approved.
§3 - The student whose dissertation or thesis is considered insufficient will be allowed to submit to a new trial, provided that the requirements of the judging committee are met, within a period of six months, at the discretion of the Collegiate, without exceeding the maximum deadlines established. in Article 28 of these Rules of Procedure.
§4 - In case of a new presentation of the work, the examining board should preferably be the same and, if another Insufficient concept is assigned, the student will be disconnected from the Program.

Art.35º - Once the dissertation or thesis is approved, the student must send to the Collegiate Secretariat, within a maximum period of 60 days, the definitive version, duly corrected and approved by the supervisor.
§1 – The number of copies to be delivered will be defined by the Collegiate.
§2 – In addition to the printed and bound version of the dissertation or thesis, the student must deliver a complete digital copy to the Collegiate Secretariat.

CHAPTER VII

OF DIPLOMAS

Art.36º - Students who fulfill all the prerequisites required in this regiment will be awarded Master's or Doctor's degrees accompanied by the respective academic transcript and issued in accordance with current legislation.

Sole Paragraph - No proof of course completion other than the respective diplomas will be issued.

TEMPORARY PROVISIONS

Art.37 - All postgraduate students enrolled on the date of publication of these Regulations may, upon request to the Collegiate, choose to submit to this legal instrument within a maximum period of 06 (six) months.

GENERAL PROVISIONS

Art.38 - Cases not covered by these Internal Regulations will be resolved by the PPGBiotec Board, within the limits of its attributions.

Art.39 - This Regulation may be amended at the suggestion of the majority of the Collegiate members and approved by CONSEPE/UEFS.

Art.40 - The present Regulation will come into force from the date of its approval by CONSEPE/UEFS.
